How law is passed in Maldives. In Maldives laws are made in People’s MaJlis. It’s the supreme authority for law- making by the Article 70 of the constitution. Article 70. â€Å"(a) The legislative authority of the Maldives shall be vested in the People’s Mall’s. † In the Maldives there are 2 types of legislation considered by Parliament. These are: 1- Government Bills (Bills that are introduced by the Government) 2- Private Member Bills (Bills that are introduced by the Members whether individual or from a political party ) Government Bills Government Bills symbolize government policy and a Minister presents them. The bulk of Parliament’s stage is taken up with these types of bills. As the present government does not hold such a large parliamentary majority, it is almost uncertain that all Government Bills will be passed into law (though some may be passed along the way). Private Member Bills Individual Member of Parliaments (MPs) from any political party (or a peer) can introduce a Private Members Bill. These hardly have any chance of becoming law as too much of Parliament’s time is occupied up with Government bills. As a consequence of this, Parliament gets little chance to discuss Private Members Bills, et alone vote on them. Each legislative year, the Cabinet has to decide on what it needs to do regarding lawmaking that year. As such it has to arrange what it needs – though it has to be cautious of assurances made to the public at large. A lawmaking session does not last for one calendar year. With extended adjournments, Parliament actually sits for a lot less than twelve months. Lawmaking in Parliament is driven by what is said in the President Speech that usually opens Assembly in February. The government to introduce whatever form of legislation it needs, a possibly difficult process takes lace before the bill becomes law. The first process is one of origination. This is actually deciding what is going to be contained in that bill. Both ministers and civil servants are responsible for actually drafting the government bill. First the bills are sent to the parliament secretariat for getting scheduled to parliament agenda. The secretariat then will do a primary legal review regarding the text; purpose and the content are in accordance with the constitution and laid down parliament rules. After the preliminary review the secretariat will schedule the bill in the parliament agenda ith the approval of the Speaker. Then the bill will be introduced by the sponsored member and he shall explain the need and the contents of the bill. This stage is called â€Å"first reading† of the bill. Then members of the parliament discuss the bill and then vote on it. The First Reading is the first time that a bill goes before the MaJlis itself. The First Reading is, really nothing actually happens other than the fact a bill goes before Assembly. Then the bill goes for a Second Reading. By the time of the Reading that MPs have the chance for a wide-ranging discussion on a bill’s advantages or otherwise. Usually, though not exclusively, a parliamentary day is given over to a Second Reading, which usually corresponds to about three hours of discussion. Usually, a government minister opens a Second Reading. The debate in the MaJlis is controlled by either the Speaker or the Deputy Speaker. From the Second Reading, the bill moves onto to the Committee Stage. The Committee Stage is the most thorough scrutiny of the bill. This scrutiny is done by a Standing Committee that is made up of 12 to 25 MPs. The Committee evaluates and supports each clause ofa bill. It does not discuss the overall purpose of a bill. Each member of a Standing Committee is allowed to propose an amendment to clauses in the bill. The whole committee stage is meant to be a thorough examination of a bill and it is the longest part of the process. Once it has ended, the process moves on to the Report Stage. Report Stage can last from 30 minutes to several days. From here, the bill returns for its Third Reading. The Third Reading is the final part of the debate regarding the bill within the MaJlis. MPs discuss the overall content of the amended bill. After the third reading, the Speaker opens the floor to take vote for the bill. Then he MPs give their vote through electronic machines fixed infront of MPs Table. Then if MPs vote represents the majority of that session the bill will be passed and will be sent to the President for scrutinizing the Assent. And if it is doesnot get the majority it will be disqualified to become a law. Finally when the President receives the bill he has the discretion to give Assent in the first time. So, if he gives the Assent it will be published on the gazette and it will become a law. But, if he does not give Assent he shall sent the bill to MaJlis for review. Then again that bill is scheduled and MPs ebate on the reservations of the President, and if they still need to pass the law as it is, they shall pass that bill with big majority and sent to President for Assent. Then the President must give Assent and shall publish the new law in Gazzette. An act usually has a date or dates in its text as to when it will be implemented (or when parts of it will be implemented if it is a multi-layered act). Some acts have a Commencement Order in them to activate it, or parts of it. The implementation of that act means that it is part of the law of the land from that date. [ 1 ]. But in the middle east, for example in Iran, it’s an insult similar to â€Å"the middle finger†. Good evening Madam Toastmaster, fellow toastmasters and guests, tonight let’s look at body language in different cultures. Do you agree that gestures can communicate as effectively as words? I agree. Some might argue, it maybe even more than words. However we must be aware different culture has different body language. Therefore, in our personal and business lives, careful consideration must be given to whom we are with and where they are from. A question that we might ask is; do we expect other cultures to adapt to our customs and protocol, or are we willing to make an extra effort to learn more about how they prefer to communicate? It wouldn’t be the first time that someone who wasn’t familiar with the communication customs of another country, found themselves in a rather embarrassing situation. Many years ago, President Richard Nixon arrived in a foreign country. Upon his arrival, he stood at the top of the stairs leading from his aircraft door, and overlooked the welcoming crowd gathered below him. He smiled and proudly raised both hands high in the air, palms facing outward and gave a gesture of his trademark famous â€Å"Peace† sign (as he had done many times before while travelling abroad). However the crown immediately began to jeer and hiss at the President, and he found himself on the receiving end of a hostile and rude welcome. Could you imagine how he felt? The reason was because in the country he was visiting, the two fingered, palms outward â€Å"Peace† sign, which was acceptable in North America, was an absolutely offensive gesture to the local people in that African country. This would have been the equivalent of a president from another country visiting New Zealand, and with a smile, â€Å"flipped the bird† which in their country might have meant â€Å"greetings†. As a member of the audience, how might you react? In North America, a simple â€Å"thumbs up† gesture can mean that things are â€Å"great† or a hitchhiking sign which indicates â€Å"I need a ride†. However, in Greece, this gesture signifies â€Å"up yours† when accompanied with a rapid upward and slower downward motion. The gesture for YES is often thought to be universal, however in India they wobble their heads from side to side to say yes. Correct me if I’m wrong my Indian friends. There are also variations in saying no. In Greece they toss their head up. In Japan, they wave their hands in front of their nose like ur gesture for stinky. Or, how about the â€Å"OK† sign where the index finger and the thumb connect to make an â€Å"O† shape and the three remaining fingers point up and slightly flare out. Although acceptable in Western culture to signal that things are â€Å"A-OK†, in Russia or Turkey, this gesture can represent a sexual insult. specifically an orifice (that’s as far as I’ll go with that). In China you may see two men walk hand in hand or with an arm around another’s shoulder. This is a sign of friendship. However, the situation is regarded as homosexual in American culture. In some countries such as France or Italy, it is acceptable to exchange a kiss on one or both cheeks while shaking hands when greeting one another. In other countries such as Japan, this type of behavior is considered impolite as the Japanese are considered to be a â€Å"non-touch† society relative to other cultures. The Japanese have a respectful custom to bow to each other. The most senior status person bows the least and the least status person having to bow first and display the deepest bend from the waist. Business cards are exchanged and read first in a complex formality. This ritual is to determine the seniority, position or rank of everyone in the room first. Robert La Follette, the son of a small farmer, was born in Dane County, Wisconsin, on 14th June, 1855. He worked as a farm labourer before entering the University of Wisconsin in 1875. In 1876 La Follette met Robert G. Ingersoll. He later recalled: â€Å"Ingersoll had a tremendous influence upon me, as indeed he had upon many young men at the time. It was not that he changed my beliefs, but he liberated my mind. Freedom was what preached: he wanted the shackles off everywhere. He wanted men to think boldly about all things: he demanded intellectual and moral courage.† After graduating in 1879 he set up as a lawyer and the following year became District Attorney of Dane County. Elected to Congress as a Republican, La Follette was extremely critical of the behaviour of some of the party bosses. In 1891, La Follette announced that the state Republican boss, Senator Philetus Sawyer, had offered him a bribe to fix a court case. Over the next six years La Follette built up a loyal following within the Republican Party in opposition to the power of the official leadership. Proposing a programme of tax reform, corporation regulation and an extension of political democracy, La Follette was elected governor of Wisconsin in 1900. Once in power La Follette employed the academic staff of the University of Wisconsin to draft bills and administer the laws that he introduced. Man’s quest to establish the validity of God’s existence remains ongoing till this day. Saint Anselm and Rene Descartes were two thinkers who left a lasting impression from their philosophical works on the existence of God. Both men strived to prove the existence of God using rational and logical argumentation. Stylistically they differ, yet both share a cohesion of interest in which their common objective is to use philosophical reasoning to derive an â€Å"Ontological Argument† which favors the existence of God. Saint Anselm lived during 1033-1109, the prime of the Middle Ages. He was a devoted Christian who contributed significant works in theology and philosophy. As a faithful Christian, he yearned for a rational interpretation that proved the existence of God. The Augustinian phrase sums this idea; â€Å"faith seeking understanding† (Baird 322). In Anselm’s â€Å"Proslogion† he develops the â€Å"Ontological Argument† attempting to prove God’s existence. Anselm states that God is a being â€Å"in which nothing greater can be conceived.† He significantly quotes, the Psalms 13:1; â€Å"the Fool says in his heart, ‘There is no God.†Ã¢â‚¬â„¢ He addresses this issue because he wants to prove the relevance of his prior statement, â€Å"we believe you to be something greater than which nothing greater can be conceived.† The Fool described in Psalms can comprehend this statement even if he is unsure that what he understands exists. Therefore, a major distinction is drawn by Anselm; â€Å"it is one thing for something to be in the understanding and quite another to understand that the thing in question exists† (Baird 325). Thus, the â€Å"Fool† can be convinced by his understanding that there is â€Å"something than which nothing greater can be conceived.† Anselm goes even further by arguing that â€Å"something in which nothing greater can be conceived† not only exists in the understanding, but can also be thought as existing in reality. Consequently, Anselm maintains, â€Å"without a doubt then there exists both in understanding and in reality a being greater than which nothing can be conceived† (Baird 325). Anselm develops his argument further by claiming that because such a thing exists, that thing cannot be thought of as not existing. Moreover, an interesting point is made by Anselm when he says, â€Å"It is possible indeed to think of anything other than you as nonexistent.† In other words, Anselm is trying to say that all other things can be thought of as not existing, but God has a perfect existence in which it is impossible to claim nonexistent because then it would be paradoxical. The measure of Gods existence supersedes all others because nothing greater can be conceived. Anselm once again discusses the fool who says in his heart that there is no God. Reason being, he wants to illustrate the connection between â€Å"to say in ones heart† and to think. The fool said in his heart that God did not exist, yet the same fool conceived a being greater than any other. Therefore, to say in ones heart is equal to thinking because to say in ones heart, one must first think. This also holds true for the reversal, if he does not think, than he does not say it in his heart. Thinking is initiated in two senses according to Anselm. In the first sense, thinking is signaled by a word that describes the thing. In the second sense, thinking is created when one thinks of the actual thing itself. Thus, from the perspective of the first sense it can be true that God does not exist. From the second sense, the denial of the existence of God is impossible because the thing itself has been thought or conceived. Since Descartes’ â€Å"Fifth Mediation† was written many years after Anselm’s â€Å"Ontological Argument† it becomes apparent, at least in one sense that Descartes refers indirectly to arguments established in Anselm’s â€Å"Ontological Argument.† This relationship or connection can be seen in both arguments as the idea of God’s â€Å"perfect existence.† Descartes however, in my opinion delves into the concept of perfect existence candidly. Whereas Anselm, attributes this perfect existence in his statement â€Å"we believe you to be something greater than which nothing grater can be conceived.† Regardless of the methods used they both attribute perfection to this supreme, eternal Being. Additionally, Descartes argument regarding the existence of God is not presupposed by faith like Anselm’s. Rather, Descartes begins his argument in a different manner then Anselm, speaking nothing about prior faith in God’s existence. He begins the â€Å"Fifth Meditation† by explaining how he has the ability to conceive in his mind a vast array of different shapes and dimensions. Even if these figments which he has created within his mind do not actual exist outside of his mind, they still contain immutable and eternal properties. A triangle is used by Descartes to elaborate upon this issue. He argues that even if the triangle did not exist outside of his mind it still contains indisputable properties. Therefore, once these properties are conceived clearly and distinctly they must be completely true. Like the triangle, the idea of a supremely perfect being exists in both our mind and Descartes. This idea does not differ from that of the triangle in any sense because each contains a nature or property. Descartes clearly and distinctly observes that Gods existence belongs to his nature, like a figure or number whose nature belongs to that figure or number. Descartes agrees that God can be thought of as not existing. This means, one can segregate his existence from his essential properties. Furthermore, this ability to separate existence and essence is also present within all other things examined according to Descartes. However, with closer inspection and with greater attention given to this notion Descartes discovered that, â€Å"we can no more separate the existence of God from his essence than we can separate from the essence of a rectilinear triangle the fact that the size of its three angles equals two right angles† (Baird 430). In other words, with other things we can separate the existence from the properties because the other things are not of a perfect being like God. Both Anselm and Descartes both use the premise of God as not existing, to prove his existence. They formulate their argument in this way because with closer inspection they refute the thought of God not existing because God has a perfect existence, and to claim that a perfect Being does not exist in reality would be â€Å"self contradictory† (Baird 430). Thus, according to Anselm and Descartes, a perfect Being must exist in both the mind and in reality since its existence is eternal, immutable, and perfect. In addition, Descartes maintains that he cannot think of God without existence any more than he can think of a mountain without a valley. Even though a necessary characteristic of a mountain is that it be contiguous to a valley, â€Å"it doesnt follow that any mountains or valleys exist.† Similarly, even though a supremely perfect being possesses certain attributes, it does not coincide with the existence of that being. Consequently Descartes says, â€Å"From the fact alone that I cannot conceive God except as existing, it follows that existence is inseparable from him, and consequently that he does, in truth, exist† (Barid 430) This acknowledgment of Gods existence is made by Descartes namely because God â€Å"possesses all sorts of perfections†, existence being one of them. Descartes then continues addressing an objection in regards to his prior argument. Consequently, he says that it is not necessary for him to suppose the thought of God, yet once he does think of God, then existence is necessary. This follows and is no different from it not being necessary for one to suppose something that is false. Descartes uses the inscription of a rhombus into a circle to illustrate this issue. â€Å"It is not necessary to think that all four sided figures can be inscribed in a circle; but if we suppose that I do have this idea, I am forced to admit that a rhombus can be inscribed in one, since it is a four sided figure, and by this I will be forced to admit what is clearly false† (Baird 431). Therefore, to Descartes one must not say, that even though it is not necessary for one to think of God, when one does think of the idea of a supreme being you are necessarily attributing an array of perfections. Thus, once it has been recognized that existence is perfection, one must conclude that this Supreme Being actually exists. Therefore, a distinction has been made by Descartes; there are many differences between false assumptions and true innate ideas, namely the thought of God. According to Descartes, this idea is not â€Å"imaginary or fictitious† because God is the only thing that can be conceived as having a â€Å"true and immutable nature.† There have been many attempts to refute the arguments of Anselm and Descartes. However, because of the rational and logical sequence that both follow in their arguments it has become increasingly difficult for others to prove these claims erroneous. Regardless, both men have provided invaluable documentation regarding the possibility of God’s existence in our minds and in reality. Even atheists find these arguments hard to refute because both thinkers cleverly used the thought of God as not existing, to prove that God, in his perfection does actually exist in our minds and in reality. Are the Effects Different for Poor Children?† Maternal and Child Health Journal. 10:537-543. Coulibaly, et al. examine breast feeding patterns for mothers based on family income and then examine the data for effects on childrens health. The results are in-line with other studies which show that women from higher income groups are more likely to breast feed their babies and to breast feed them for longer durations. Further, the study found that breast feeding regardless of income group, reduced the number of chronic health problems in the infant children and the number of hospital visits. The benefits of breast feeding are well documented with regards to infants health, growth, immunity, and development. According to data assembled by Healthy People 2010, breastfeeding decreases the number of cases and severity of diarrhea, respiratory infections, and ear infections. Further, breast feeding saves mothers and families the additional costs of infant formula and thus is more economical than bottle feeding. Despite these advantages Coulibaly et al. and other authors frequently show that low income households and demographics that traditionally are indicators of lower incomes (African Americans and lower educated women) have lower rates of breast feeding than higher income families and demographic groups traditionally associated with higher incomes (white non-hispanics and college educated women). Healthy People 2010 aims to increase rates of breast feeding to 75% in the early postpartum period, 50% for the first 6 months, and 25 percent for the first year. To meet these goals, more lower income women will need to breast feed their infant children. The facts uncovered by the article and also those cited by Healthy People 2010 with regard to breast feeding rates and income status are counter intuitive. On the surface it would seem that poor women and families would not be able to afford the convenience of bottle feeding and would therefore have higher rates of breastfeeding than their higher income counterparts. However, this is not the case and therefore breastfeeding rates must not be directly related to income. Instead other variables must be restricting lower income women from breastfeeding. It is commonly believed that the benefits of breastfeeding may not be widely understood and that educational efforts would increase breastfeeding rates. This has likely been true and advertisements on city busses and involvement of community health workers and social workers are likely largely responsible for the increase in breast feeding rates that have been documented by healthy people 2010. However to meet the goals of Healthy People 2010, I believe that more action is required to address issues that are likely holding back many mothers from breast feeding their infant children. It is my belief that one of the main impediments for mothers thinking about breastfeeding is their job. The data by healthy people 2010 that shows over 60% of women currently breastfeed their children during the postpartum period when they are most likely to be on maternity leave as well as the precipitous drop in breast feeding rates to 29% at 6 months and 16% at 1 year after mothers have gone back to work support this hypothesis. I also believe that lower income earning women are more hampered by their jobs then women from higher incomes. I believe this to be the case since many lower income work in service related industries as cashiers or other industries where there are limited private spaces for them to use a breast pump or refrigerate their pumped milk. Further, lower income women are more likely to be considered â€Å"expendable employees† due to their lack of work place skills. In comparison, many women working in office settings have access to quiet rooms with r efrigerators and are working on important projects to their employers and cannot be easily replaced. Thus, to meet the goals of Healthy People 2010, health professionals need to work with governmental leaders to help them understand the importance of this issue in reducing our nations health care costs. All places of business should be forced to establish a â€Å"quiet room† where a women can use a breast pump in privacy and then store her milk until her shift is complete. Further, mothers that return to the work force must be guaranteed work brakes at appropriate intervals to the age of their infant children to maximize the milk pumped. Many employers of low income women will likely never establish a environment that is friendly to the breastfeeding mother without both governmental penalties for failure to comply and incentives to encourage compliance. This article prompted me to think about the data on breastfeeding versus economic level and reflect on my own observations. As a immigrant to this country, I have many friends that at times tried to balance raising a small infants while working a low paying jobs. I have observed their work facilities in parking garages, retail stores, etc. and now understand that they did not have proper facilities for them to operate a breast pump in privacy and store the product milk. Also, because I also have worked some of these same jobs, I know that often I was grateful to have the job and often felt intimidated to ask my manager, many times as that was what the manager wanted me to feel, for anything special. Thus, I understand how difficult it is for women struggling in these jobs and trying to support their baby to ask for things not available at their work place. Because of these experiences, I believe that that many of the restrictions to breastfeeding by low income mothers will not go away without government regulations and protections. Healthy People 2010 is right to set the goals to increase breastfeeding, but to achieve it health professionals like ourselves now need to educate our government leaders.

Third type is chronic primary insomnia with duration of more than 3 weeks not related to lifestyle may be due to medical causes. Finally the forth type is a chronic secondary insomnia with duration of more than 3 weeks related to lifestyle likely caused psychological illness, substance abuse, behavioral cause(poor sleep hygiene). Secondary chronic insomnia may be caused by comorbid diseases such as: heart failure, depression, anxiety, bipolar disorder, sleep apnea, medications, substance abuse, restless leg syndrome or circadian rhythm sleep disorders. As far as the medications are concerned possible medication classes that cause insomnia are antidepressant... ... choice for sleep onset insomnia. Appropriate drugs may include zaleplon, zolpidem IR, ramelteon and triazolam. However, rebound insomnia may be a problem with short acting benzodiazepines like triazolam. Moreover, sleep maintenance insomnia are most appropriately treated with drugs that have an intermediate duration and no active metabolites to minimize daytime effects such as : zolpidem, eszopiclone, temazepam, and estazolam may be appropriate choices. Also, zaleplon can be taken after awakening in the night if > 4 hr left for sleep. Unhealthy habits may include common examples such as cigarette smoking, frequent and excessive drinking of alcoholic beverages, and overeating unhealthy food variants. As one can see from the examples, unhealthy habits are usually common practices of numerous individuals; thus, they are generally overlooked. However, there is a reason as to why such habits are termed as unhealthy. The reason for the term is that one’s personal health and welfare are compromised through the practice of such habits. Hence, keeping unhealthy habits are a considerable risk to an individual. Therefore, there is a need for individuals to take action and finally break unhealthy habits. The process of breaking unhealthy habits can be divided into three major segments which are realization, planning, and actualization. In terms of realization, an individual must assess the unhealthy habits that he or she currently practices and must understand the possible repercussions by continuing such negative practices. In fact, it has been determined that the problem as to why people rarely break free from unhealthy habits is that they do not realize the dangers associated with their actions (Van Dusen, 2008). If an individual will completely be able to understand the negative effects of his or her unhealthy habits, then questions regarding the reason why such habits should be or should not be continued will arise. For example, a male smoker may think that cigarette smoking is good since it helps in keeping the alertness of a person; on the other hand, he may also think about the detrimental effects that smoking has on the body such as increased risks of cancer and cardiovascular diseases. When the individual finally realizes that the negative aspects generally outweigh the positive ones, then the next segment of breaking unhealthy habits can be initiated. Planning pertains to the possible actions that one can make in order to move away from continuously doing an unhealthy habit. Using the male smoker again as an example, he may plan to eliminate all the cigarettes that he currently has and remove all related objects or signs as well. In addition, the smoker may also opt to consult experts in cases of nicotine addiction in order to gain further knowledge and potential solutions to his problem. The expert may provide medical solutions to such a problem by offering specific sets of drugs to help the body adjust to the condition of being nicotine free. In this sense, an individual with an unhealthy habit may plan to conduct actions that will prevent further occurrence of the habit itself by eliminating the root causes and associated objects or consulting with consulting experts or medical professionals when applicable. Hence, planning to break an unhealthy habit may be conducted personally or with the help of others. The last segment of the process pertains to actualization. This is quite self-explanatory since planning will be of no use if not followed. Therefore, a person that has assessed and planned what he or she must do in order to break an unhealthy habit must not only start out his or her plan but stick to it as well. Given this, an individual that initiates ways in order to remove the unhealthy habit but ends up quitting halfway will obviously be not successful in eliminating the unhealthy habit. Thus, one can only determine that a person has broken free of unhealthy habits if the person does not return to doing it for a long period of time. In this sense, breaking an unhealthy habit is not defined by being free of such unhealthy actions in the short period after the actualization of the plans. Keeping clean of unhealthy habits requires continuous conviction and belief that returning to the practice of unhealthy habits will only bring forth negative consequences. Therefore, breaking unhealthy habits and maintaining a state free of such habits is not easy, but through a continuous sense and understanding of the three segments discussed, it is highly probable that the individual will be successful in his or her pursuit.
